Section 508 is part of a 1998 amendment to the Rehabilitation Act of 1973. It requires all Federal electronic content to be accessible. The U.S. Access Board is an independent Federal agency which develops and maintains standards that must be met to achieve 508 compliance.
Web Content Accessibility Guidelines, or WCAG, is considered to be the benchmark for website accessibility. Created by the World Wide Web Consortium (W3C), following WCAG guidelines is the best and the easiest way of making your website usable for all of your customers.
WCAG Level AA conformance demonstrates reasonable accessibility. If a website fails to conform with WCAG 2.1 AA Level A success criteria, it has serious accessibility barriers. Level A success criteria requires text alternatives for non-text content, keyboard navigability, and other basic considerations.
The goal of the PDF/UA standard is for everyone to be able to independently access information contained within a PDF document. Users should be able to use the documents without assistance from others, in an efficient manner, and be able to receive the same value from the content as people without disabilities.

PDF/UA (PDF/Universal Accessibility), formally ISO 14289, is an International Organization for Standardization (ISO) standard for accessible PDF technology. A technical specification intended for developers implementing PDF writing and processing software, PDF/UA provides definitive terms and requirements for accessibility in PDF documents and applications. For those equipped with appropriate software, conformance with PDF/UA ensures accessibility for people with disabilities who use assistive technology such as screen readers, screen magnifiers, joysticks and other technologies to navigate and read electronic content.
